CEO and President
Joe Wieser is the President of Guaranty Income Life Insurance Company. Joe has more than 30 years of leadership, strategy, operational and sales/marketing experience in the annuity, life and health insurance industry. Prior to joining Guaranty, he was an Executive VP at Dearborn National serving five years as President of Colorado Bankers Life. He separated from Colorado Bankers when the company was acquired by Global Bankers. During his career, he has held leadership roles overseeing all insurance company functions. Previously, his executive experience includes working at MassMutual, Anthem Blue Cross Blue Shield and Starmount Life. Joe is a graduate of Metropolitan State University in Denver and holds his CLU, ChFC and FLMI financial/insurance professional designations.
Chief Financial Officer
Steve is the Chief Financial Officer of Guaranty Income Life Insurance Company (GILICO) and joined the organization in June 2018. He concurrently is serving as the Chief Financial Officer of United Life, a sister company to GILICO. With over 20 years in finance and accounting roles, Steve brings a breadth of knowledge, leadership and experience from a variety of organizations. Most recently Steve served as the Chief Financial Officer of Colorado Bankers Life and Controller of Global Bankers Insurance Group. He also has experience from Beneficial Life, the Utah Insurance Department, and Arthur Andersen. Steve graduated from Utah State University in June 1998 with a Master’s Degree in Accounting and is a Certified Public Accountant (CPA) and a Chartered Life Underwriter (CLU).
Senior Vice President, Business Development and Compliance
Deborah Tatro joined GILICO in 2017. She brings more than 30 years of experience in life, health, disability, and annuity underwriting, operations, and field management. She previously served as EVP & COO and Member of the Board of Directors for GCU in Pittsburgh, Pennsylvania. Her duties there included front office (sales and product development), back office (contact center, new business entry, underwriting, claims, field operations), and technology (application development, systems security, and infrastructure). Previously, Deborah handled new product development, sales support, and compliance for the Manhattan Insurance Group in Houston, Texas.
Vice President, Sales
Cary Carney has over 20 years of experience in the industry and has a diverse knowledge of distribution through the Independent Marketing Organization, Bank and Broker Dealer marketplace. Prior to joining GILICO, Cary worked with annuities and life insurance where he held numerous sales and sales management positions with a large fortune 500 financial services company. Cary also holds his series 6, 63 and 26 securities licenses as well as his life insurance license.
Partner Experience Director
Joy has served in a variety of key roles at GILICO since 1995. She brings a tremendous wealth of product and systems knowledge and experience to her new role. Joy now serves as an advocate for our distribution partners and as a liaison with the business team and vendors to coordinate vital integrations and oversee issue resolution to ensure ease of doing business.
Vice President, Operations
Terry Ezell joined GILICO in 1995. She has led business development, policyholder services, and project management, and has worked in various roles, including payroll (CPP) and finance. She holds FLMI and ACS designations from the Life Office Management Association (LOMA). She previously worked as a finance and accounting consultant.
Vice President of Transformation and Technology
Ann Mengelson-Clark recently joined the team at the Kuvare platform level. She was previously the Corporate Technology Officer for Guaranty Corporation, and joined GILICO in 1998. Ann earned bachelor’s and master’s degrees in science from Louisiana State University, and her broad technical leadership background includes more than 21 years of experience in the life insurance and annuity industry.
